Jeffrey C. Rawls

Chief Executive Officer

Mr. Rawls is the founding CEO of Catahoula Resources and a Senior Advisor for the Energy & Minerals Group (EMG), bringing 33 years of energy industry experience. Prior to joining EMG in 2008, Mr. Rawls served as Managing Director at Bear Energy, where he was responsible for identifying strategic midstream investments throughout North America; Vice President at Kinder Morgan, where he led a newly-created business team focused on developing midstream projects in the Rocky Mountain region, which included the development of the Rockies Express Pipeline; Co-Founder and Managing Partner at Tiger Midstream Investments; Vice President of Natural Gas Trading, Origination and Producer Services at Calpine Energy Services, L.P.; Mr. Rawls held various positions at Enron Corporation ranging from pipeline engineering to natural gas trading. In addition to serving as a Director of Catahoula Resources, LLC, Mr. Rawls is a director on several other portfolio companies of our capital sponsor. Mr. Rawls graduated from the Louisiana State University with a BS in Petroleum Engineering in 1987.  He received an MBA from the University of Houston in 1997.


Brian Ball

Vice President — Business Development

Mr. Ball is the Vice President — Business Development for Catahoula Resources and brings more than 20 years of midstream industry experience to the team.  Prior to joining Catahoula, Mr. Ball was the Vice President of Business Development at Buckeye Partners in Houston, Texas.  He worked at Buckeye for ten years where he and his team were responsible for business development with a focus on projects to expand the geographic footprint and increase exposure to assets outside of refined fuels.  Mr. Ball was also responsible for the Buckeye Development & Logistics business segment which provided turn-key operations and maintenance and construction services for third-party pipeline and storage terminal assets.  He also served as Buckeye’s representative for JVs with major energy companies as well as the West Texas LPG Pipeline. Before joining Buckeye Partners, Mr. Ball worked for Enterprise Products for over ten years where he began his midstream career as a scheduler of pipelines, marine, truck and rail.  He held various positions of increasing responsibility for the marketing and logistics activities of NGLs and olefins, eventually holding P&L responsibility for Mont Belvieu Caverns, the largest liquids merchant storage facility in the world. Throughout his career, Mr. Ball has worked to originate new subsurface opportunities in concert with permitting agencies such as EPA and stakeholders such as DOE as well as organically grow existing subsurface storage assets.  Mr. Ball holds a BS in Industrial Distribution from Texas A&M University’s College of Engineering and an MBA from the University of St. Thomas.


John Filiatrault

Senior Vice President, Engineering & Operations

Mr. Filiatrault serves as a Senior Vice President of Engineering and Operations for Catahoula Resources joining the team in 2020 bringing over 33 years of experience in the Midstream and Upstream energy sectors.  Prior to joining Catahoula Resources, Mr. Filiatrault served 10 years as the Sr. Vice President – CO2 Pipelines and Supply, Sr. Vice President – Operations Services, and Vice President – CO2 Supply and Pipelines for Denbury Resources.  He directed pipeline operations, CO2 supply operations, engineering, project management, environmental health and safety, regulatory, drilling/workovers, and supply chain management.  Prior to Denbury, he served as Director – Risk Engineering and Director – Gas Pipeline Operations for Kinder Morgan serving as a corporate resource for gas pipeline operations and pipeline integrity programs.  Mr. Filiatrault held various positions in Operations and Engineering with El Paso Corporation, Southern Natural Gas, and Natural Gas Pipeline Company of America.  Mr. Filiatrault holds a BS in Civil Engineering from Valparaiso University and an MBA from Samford University.


Ray Lewis

Senior Reservoir Engineer

Mr. Lewis serves as Senior Reservoir Engineer for Catahoula Resources, joining the team in 2021 bringing over 40 years of industry experience in the CO2, oil and natural gas sectors. Prior to joining Catahoula Resources, Mr. Lewis served over eight years with Denbury Resources as Senior Production Engineer on CO2 EOR field startups and operations, new field acquisition, Riley Ridge (Wyoming) CO2 and Helium development, engineering, project management, drilling/workovers, pipeline integrity and CO2 production and distribution from Jackson Dome Field, Mississippi. Mr. Lewis was involved in managing one of the largest CO2 discoveries of CO2 coupled with processing over 850 MMscfpd of dense-phase CO2, supporting wellbore integrity, CO2 quality control and distribution along Denbury’s CO2 pipelines from Jackson, Mississippi to Hasting/Houston Texas. Prior to joining Denbury, Mr. Lewis was with Petro-Hunt, LLC. Over the course of 29 years of tenure at Petro-Hunt LLC., he held wide range of international leadership positions, primarily Mideast, Africa, Russia and domestic areas Williston Basin (Bakken/Three Forks formations), Utah Over-thrust, South-East- West Texas, Louisiana and Mississippi (Jackson – Pinewood field 42% H2S Smackover). Mr. Lewis began his career at Haliburton Services in Laurel, Mississippi. Mr. Lewis earned his degree in Civil Engineering from Auburn University.
